center;\"><em>Lisa Bivens<\/em><\/p>\n<div class=\"subscriber-preview\">\n<p>MARTINSBURG \u2014 For more than four decades, Lisa Bivens has dedicated her career to ensuring residents of the Eastern Panhandle receive quality health care in the comfort of their own homes.<\/p>\n<\/div>\n<div class=\"subscriber-preview\">\n<p>Now, after 43 years with Panhandle Home Health, including the past 21 years as executive director, Bivens has announced plans to retire in April 2027.<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>Her retirement will close a career that began in 1984 when she joined the agency as a staff nurse and evolved into a leadership role that helped guide one of the region&#8217;s most respected independent health care organizations through decades of growth and change.<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>&#8220;Lisa has been an integral part of Panhandle Home Health since she started with us as a nurse in 1984,&#8221; said Board President Jim Rogers. &#8220;Since she took over the reins as leader of the organization in 2006, she has been a strong and inspiring leader, guiding Panhandle Home Health with a steady hand.&#8221;<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>Bivens, a lifelong Martinsburg resident, earned her nursing degree from Shepherd College in 1983. After working in an intensive care setting, she joined Panhandle Home Health the following year. She advanced through the organization, becoming assistant director of clinical services in 1991 before being named executive director in January 2006.<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>\u201cI was hired for Morgan County and I didn\u2019t know anything about that area,\u201d Bivens said. \u201cBut when I went for the first time, I just couldn\u2019t believe they were paying me to do what I loved. It has been so rewarding for me,\u201d she continued.<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>Under Bivens\u2019 leadership, Panhandle Home Health has expanded its reach and services while maintaining its status as an independent home health agency serving Berkeley, Jefferson and Morgan counties. During her tenure, the agency celebrated its 50th anniversary and earned recognition from the Berkeley County Chamber of Commerce as Small Business of the Year in 2012 and Non-Profit of the Year in 2020.<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>Rogers credited Bivens with helping transform the organization into what he called &#8220;the premier, independent home health care agency in the eastern panhandle tri-county area.&#8221;<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>For Bivens, the work has always centered on the agency&#8217;s mission of providing compassionate, patient-centered care.<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>\u201cI always wanted to do home care,\u201d she said, adding that she did cardiac nursing and intensive care nursing for a time to get some experience.<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>Throughout her career, she has overseen fiscal operations, regulatory compliance, strategic planning and organizational development while ensuring the agency-maintained Medicare certification and met state and federal requirements. Colleagues describe her leadership style as one that emphasizes integrity, encouragement and a commitment to excellence.<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>&#8220;Lisa&#8217;s commitment to the organization is exemplary, and she lives the Rotary mission of &#8216;Service Above Self&#8217; in her everyday life,&#8221; said Panhandle Home Health Board Vice President Vicki Jenkins. &#8220;She is a woman of deep conviction, and her compassion is exemplified in all she does.&#8221;<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>Bivens&#8217; influence extends well beyond the walls of Panhandle Home Health.<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>At the state level, she serves as treasurer of the West Virginia Council of Home Care and Hospice Board of Directors and has been recognized nationally for her work in hospice and palliative care. She has spoken before national audiences on innovative approaches to patient care, including the development of a bridge program linking palliative care and hospice services.<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>Locally, she has devoted countless hours to civic and charitable organizations. Her community involvement includes service with the Martinsburg Sunrise Rotary Club, the Martinsburg-Berkeley County Chamber of Commerce, Shepherd University&#8217;s Nursing Advisory Council, Berkeley Medical Center&#8217;s Cancer Committee and Ethics Committee and Women Investing in Shepherd, where she was a founding member.<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>Her dedication to service has earned numerous honors, including the Girl Scouts Nation&#8217;s Capital Woman of Distinction Award, Beta Sigma Phi First Lady recognition, United Way Campaign Volunteer of the Year, Rotarian of the Year and Rotary&#8217;s prestigious Service Above Self Award.<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>While her accomplishments are extensive, Bivens says retirement will provide an opportunity to focus on family while continuing to support the causes she values.<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>&#8220;My plans after retirement are certainly to spend more time with my family and travel,&#8221; Bivens said, &#8220;but I will always continue to advocate for Panhandle Home Health and serve my community in whatever capacity that might be.&#8221;<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>Bivens and her husband, Scott, have been married for 43 years. Photo credit: SC Studios<\/em><\/figcaption><\/figure><div>\u00a0<\/div><div class=\"subscriber-only\"><p class=\"noSpacingAbove spacingBelow\" data-text-type=\"withSpacing\">MARTINSBURG \u2014 After five decades of serving residents across the Eastern Panhandle, Panhandle Home Health marked its 50th anniversary with a celebratory ribbon cutting, honoring its past while looking ahead to the future of in-home care.<\/p><p class=\"noSpacingAbove spacingBelow\" data-text-type=\"withSpacing\">Founded in 1976 as a free-standing nonprofit and Medicare-certified home health agency, Panhandle Home Health has grown from just two employees into a team of 42 staff members and additional contract professionals. The agency provides services across Berkeley, Jefferson and Morgan counties, offering skilled nursing, physical, speech and occupational therapy, as well as medical social work, dietitian support and home health aide services.<\/p><p class=\"noSpacingAbove spacingBelow\" data-text-type=\"withSpacing\">In 2025 alone, the agency served 1,214 patients, delivering 19,891 home health visits, continuing its mission to help patients recover safely at home, maintain independence and avoid unnecessary hospitalizations. The organization specializes in wound care, chronic disease management and post-surgical care, with a focus on preventing hospital readmissions. Its commitment to quality is reflected in a 5-star patient satisfaction rating and a 4\u00bd-star quality rating from the Centers for Medicare &amp; Medicaid Services.<\/p><p class=\"noSpacingAbove spacingBelow\" data-text-type=\"withSpacing\">The anniversary event drew a large crowd of community members, staff and former employees.<\/p><p class=\"noSpacingAbove spacingBelow\" data-text-type=\"withSpacing\">\u201cIt\u2019s pretty overwhelming to see so many people from the community, so many employees and former employees,\u201d said Executive Director Lisa Bivens, who has been with the agency for 42 years. \u201cIt\u2019s been a privilege and an honor to serve the residents of this community for 50 years.\u201d<\/p><p class=\"noSpacingAbove spacingBelow\" data-text-type=\"withSpacing\">Bivens credited the agency\u2019s longevity to its dedicated staff. \u201cOur team &#8212; there is just no other,\u201d she said.<\/p><p class=\"noSpacingAbove spacingBelow\" data-text-type=\"withSpacing\">The celebration also paid tribute to the agency\u2019s founder, Naomi Slonaker Aikens, who launched the organization nearly five decades ago. Her daughter, Kay Barkwill, shared memories of her mother\u2019s leap of faith.<\/p><p class=\"noSpacingAbove spacingBelow\" data-text-type=\"withSpacing\">\u201cShe came home and told my dad she was quitting her job of 19 years with the state health department and starting a home health agency,\u201d Barkwill said. \u201cHe just said, \u2018okay.\u2019\u201d<\/p><p class=\"noSpacingAbove spacingBelow\" data-text-type=\"withSpacing\">Barkwill recalled that her mother began the agency with just one other employee in a small office on Winchester Avenue. That location is now the site of Congressman Riley Moore\u2019s office, Barkwill said giving attendees a reference point. Aikens\u2019 establishment of Panhandle Home Health was the first home health agency in West Virginia.<\/p><p class=\"noSpacingAbove spacingBelow\" data-text-type=\"withSpacing\">\u201cShe truly was a woman of faith,\u201d Barkwill said, noting that she herself worked at the agency for five years after first witnessing its early days as a high school student.<\/p><p class=\"noSpacingAbove spacingBelow\" data-text-type=\"withSpacing\">Longtime nurse Linda Eccard who served for 42 years on the staff, was present for the ceremony Wednesday. Eccard, who started out as a nurse, served in multiple leadership roles, including director of nursing services and director of clinical services.<\/p><p class=\"noSpacingAbove spacingBelow\" data-text-type=\"withSpacing\">Eccard shared that one of the most meaningful parts of her time included \u201cseeing the family members and especially the patients how happy and grateful they are that it\u2019s their family member being taught and they can provide that care.\u201d<\/p><p class=\"noSpacingAbove spacingBelow\" data-text-type=\"withSpacing\">Community leaders joined in the celebration, including Richard Dennis, who read a proclamation from Gov. Patrick Morrisey commending the agency\u2019s 50 years of service. Martinsburg Mayor Kevin Knowles and Ken Barton, president of the Martinsburg-Berkeley County Chamber of Commerce, also offered remarks, highlighting the organization\u2019s strong reputation and employee retention.<\/p><p class=\"noSpacingAbove spacingBelow\" data-text-type=\"withSpacing\">\u201cPeople like to work there. The patient qualified for this program and a nurse was able to treat the patient\u2019s wound, thereby preventing infection and any re-hospitalizations.
