Jim Rodgers, Chairman

Jim Rodgers is a Martinsburg, West Virginia native and a seasoned commercial banking executive with 45 years of industry experience. He began his banking career in Florida after earning a finance degree from the University of Virginia in 1981. In 1992, he returned to the Eastern Panhandle, where he remains actively engaged in both the business community and public service.
Throughout his career, Jim has developed broad expertise in commercial lending, including construction, multifamily, rental, office, retail, and traditional commercial and industrial financing. He is recognized for his client-centered approach and his commitment to helping businesses achieve their financial goals.
Jim joined Burke & Herbert Bank (formerly Summit Community Bank) in 2016 and currently serves as Senior Vice President and Commercial Banking Executive. He provides financing solutions across the Eastern Panhandle, as well as in Maryland, Pennsylvania, and Virginia, partnering with developers, contractors, rental property owners, and small business clients.
He remains deeply involved in community service, having served as President of the Martinsburg Planning Commission and holding leadership roles with organizations including Blue Ridge Community and Technical College, the Martinsburg Rotary Club, the local Chamber of Commerce, and Panhandle Home Health, Inc.
In his personal time, Jim enjoys running, reading periodicals, grilling, and hosting friends and family on the deck of their house.
Vicki R. Jenkins, Vice Chairman/Treasurer
Retired Director/Principal James Rumsey Technical Institute
Vicki R. Jenkins retired as the Director/Principal of James Rumsey Technical Institute (2013) and as a consultant for the West Virginia Department of Education (2019), where she was inducted into the Career and Technical Hall of Fame and selected as Outstanding CTE Administrator in 2013. Vicki is a graduate of Shepherd College with a Master’s Degree from WVU. She was named Morgan County “Teacher of the Year” and “WV Home Economics Teacher of the Year”. She is a 2017 Girl Scout Woman of Distinction and the 2017 HHS Outstanding Alumni. Vicki is a graduate of the Leadership Berkeley Program. Vicki is also a former CASA of the Eastern Panhandle volunteer. She loves working with PHHI because of their faithful and dedicated service to the community. She is a mother of one, but has 4 step-children, 11 grandkids, 5 great-grandchildren (with one due in October).
Charlotte Anderson, RN, Ph.D, Secretary
Professor Emerita, Shepherd University Department of Nursing Education
Dr. Anderson, Professor Emerita, retired from the Shepherd University Department of Nursing Education in 2010. Although retired, Dr. Anderson continues to work as an adjunct professor in the School of Nursing at Shepherd University. She received her BS Nursing from Eastern Mennonite University and her MS, Nursing, and PhD from George Mason University. She also received a Master of Education with a concentration in Counselor Education from James Madison University.
John A. Draper, Jr., M.D.
Dr. Draper is a board-certified Orthopedic Surgeon who retired at the end of 2017. He has been working with the Good Samaritan Free Clinic since March 2020. Dr. Draper received his medical degree in 1976 from the University of Tennessee College of Medicine after serving in the US Army. His post graduate training was at Grady Memorial Hospital and Orthopedic Surgery Residency was at Emory University Affiliated Hospital in Atlanta, GA. Dr. Draper became a Fellow with the American College of Surgeons in October 1992. He served as Chairman, Department of Surgery at WVU Hospitals – East in 2011 and was President of the Medical Staff from January 2012 to December 2013.
Jamie L. Hill, Esquire
Jamie Hill, an attorney specializing in estate planning and elder law, is affiliated with the Law Office of Heather Dern Myers, PLLC in Martinsburg, WV. Licensed in both West Virginia and Georgia, she holds a bachelor’s and MBA from Emory University in Atlanta, GA, and is a graduate of the Georgia State University College of Law. A Berkeley County native, Jamie Hill attended Martinsburg High School, where she excelled both academically and athletically. In addition to her legal qualifications, she is a licensed CPA and an active member of the Sunrise Rotary Club of Martinsburg
Bill Muilenburg
Bill is a proud husband and father whose career focuses on the financial health of the organizations he supports. As a senior accounting professional with over 30 years’ experience, he has extensive experience in both For- and Not-For-Profit organizations as a hands-on, detail-oriented leader who focuses on and is dedicated to accomplishing team and organizational goals.
Throughout his career he developed processes and systems that create efficiencies for organizations and led teams of talented accountants helping them build skills which prepared them for more responsibilities. Bill was also accountable for internal and external audits, regulatory audits, location consolidations, and the implementation of new accounting and payroll systems. His extensive experience was developed in the healthcare, elder and developmentally disabled care, and security industries.
Bill holds a Bachelor of Science in Accounting from Farleigh Dickenson University in New Jersey and a Master of Business Administration from NOVA Southeastern University in Florida. He has held board positions on the Jupiter-Tequesta Athletic Association and was a member of the Essex County College Academic Advisory Board. Bill also served as an Auxiliary Police Officer in his hometown of Livingston, NJ.
In his spare time Bill enjoys hiking, traveling and spending time with his family.
Judith Miller Jones
Consultant and Founding Director, National Health Policy Forum
Ms. Jones directed the National Health Policy Forum at the George Washington University from 1972 through early 2016 guiding the Forum’s educational programming. She has chaired Healthier Jefferson County, a group dedicated to improving public health and medical care in the Eastern Panhandle, and she helped to found Good Shepherd Interfaith Volunteer Caregivers.
